Charles Lenert, a native Houstonian, is a consulting engineer to the gas, refinery and petrochemical industry.  In 2003, an attempt was made by a few individuals of his 235 home subdivision and an HOA foreclosure lawyer to revise the Deed Restrictions and create a "mandatory" association subject to the objectionable sections of the Texas Property Code. Charley and three other residents mounted a successful educational campaign to inform everyone of the potential abuses and losses of personal rights associated with these organizations.  Two thirds of his neighbors agreed with him not to give up their "voluntary" civic club for a "mandatory" association and its inevitable problems. Charley is in a unique position, having been elected Deed Restriction Chairman, to demonstrate that errant residents can be spoken to as neighbors without having to hire a self serving third party attorney to take care of the club's business. He believes that neighborhood business, whatever it may be, needs to stay in the neighborhood.
