April 28, 2006 Kathy MacInnes, Beanie Adolph, and Neil MacInnes met with Representative Zedler and with Representative Orr's staff member at their offices in the Capitol. The purpose of these meetings was to introduce our organization to the Representatives, to find out their stand on the issue of HOA foreclosures, and to present a list of problems and possible legislation to solve the problems. The meetings went well and we anticipate support from both Representatives in our effort to amend existing laws and pass new laws to bring about HOA reform and stop abuses in Texas. Both Representatives were present at the House of Representatives joint hearing in March 2006, to take testimony on the proposed TUPCA legislation (Texas Uniform Planned Community Act) being considered for the next general legislative session in 2007. Representative Orr stated at the March hearing that the bill to prioritize payments will be introduced again in 2007. This bill, originally submitted by Senator Wentworth, passed in the Senate and then was defeated in the House of Representatives at the last minute on a Point of Order issue. |
